Introduction
Pugh’s Garden Village, Morganstown is proposing to change the use of the existing temporary Transport for Wales (TfW) construction compound to the south of the Mound Field playing field to provide a staff car park of approximately 80 spaces, together with tree and pollinator planting and low-level, sensitive lighting.
The proposed staff parking will free up capacity within the existing garden centre customer car park, supporting a more efficient and convenient layout for visitors and day-to-day operations. There will be no impact to the existing playing field, skate park or parking associated with it.
The site location is shown on the below Location Plan.

The Site and Existing Access Arrangements
The former compound is served from Pugh’s Garden Village via the existing junction on Ty Nant Road, then via the existing access route / haul road constructed alongside the railway line. This access arrangement was previously used to serve the TfW compound, including HGV traffic travelling from the strategic highway network (B4262/A470/M4)
The proposals retain the established access arrangements, including the retention of an emergency access to the rear.
The Proposed Development
The proposals comprise:
- A circa 80-space staff car park (arranged with internal circulation aisles and planted “break-up” areas);
- Tree planting and pollinator planting, including planting along the site edges and within the car park to soften and screen parked vehicles; and
- Low-level, sensitive lighting, proposed to be solar powered, to support safe use while limiting light spill.
This is intended for staff use associated with Pugh’s Garden Village (rather than a new public car park), and will help release space within the existing customer parking areas.
No engineering works are proposed as part of the development and there will be no change to ground levels (save for the provision of landscaping). The proposals therefore do not have any impact upon surface water drainage or flood risk.

Access and traffic considerations
A key point is that the proposals are intended to accommodate existing staff parking demand. As such, there would be no material increase in traffic movements on Ty Nant Road, because staff already travel to the site and park within the wider garden centre area.
It is also relevant to compare the proposed staff parking use with the site’s recent use as a TfW construction compound. A staff car park represents a lower intensity and more predictable form of use than the temporary construction compound operations associated with TfW.
Landscape, biodiversity and lighting
The proposal includes a strong landscape and green infrastructure component:
- Edge planting to reinforce containment and soften views of parked cars;
- Internal tree and pollinator planting to break up the parking bays, provide screening, and deliver biodiversity value; and
- Low-level, sensitive lighting to reduce potential impacts on local amenity and ecological receptors, whilst maintaining safety and security.
Overall, these measures provide an opportunity to deliver measurable landscape and biodiversity benefits as part of bringing a temporary compound site into a more appropriate longer-term use.
Why the proposals are being brought forward
The staff car park will:
- Provide dedicated staff parking in a defined location;
- Free up capacity within the existing garden centre parking areas for visitors;
- Support a more efficient use of the operational garden centre site; and
- Introduce landscape and biodiversity enhancements alongside a low-intensity, staff-focused parking use.
