Introduction


GHR Developments is consulting on proposals for the residential redevelopment of Victoria House, Victoria Road, Rhymney, NP22 5NU.


Victoria House is a previously developed site close to Rhymney town centre. The building has accommodated a number of uses over time, including a health centre, café, training uses and, more recently, temporary House in Multiple Occupation (HMO) accommodation, with planning permissions allowing up to 13 HMO rooms.


The proposals provide an opportunity to comprehensively redevelop the site and remove the existing HMO accommodation, replacing it with a purpose-designed development of 28 permanent, self-contained one-bedroom social-rented affordable apartments.


The new homes would be transferred to or managed by a Registered Social Landlord, providing a single, accountable organisation responsible for tenancy management, repairs, maintenance, communal areas, landscaping, refuse facilities, parking and the long-term management of the development.


This represents a significant improvement over the existing arrangement. Rather than temporary rooms within a converted building, the scheme would provide high-quality, independent homes, each with its own kitchen, bathroom and living accommodation, together with purpose-designed communal facilities, landscaping, cycle storage and managed parking.


The redevelopment would therefore not only deliver much-needed social-rented affordable housing in Rhymney, but would also provide a more permanent, better-managed and higher-quality form of residential accommodation, alongside a substantial physical improvement to this brownfield site.


The Pre-Application Consultation will run until Friday 2 October 2026.


Development Proposals


The proposals would replace the existing Victoria House building and temporary HMO accommodation with a purpose-designed, 100% social-rented affordable housing development comprising:


  • 28 self-contained social-rented apartments which are anticipated to be subject to a Local Lettings Policy;
  • A three-storey residential building served by a central lift and stair core;
  • Homes to be transferred to and managed by a Registered Social Landlord;
  • 14 car-parking spaces and 32 secure cycle spaces;
  • Vehicular and pedestrian access from Victoria Road;
  • Dedicated refuse and recycling storage;
  • New trees, planting and landscaped amenity areas;
  • Sustainable drainage measures;
  • Biodiversity and green-infrastructure enhancements;
  • Roof-mounted photovoltaic panels; and
  • Associated access, servicing and site works.


The proposals have been designed to make efficient use of this accessible brownfield site while providing good-quality affordable homes within convenient walking distance of Rhymney High Street, local shops and services, bus stops and Rhymney railway station.

Members of the project team will be available during the event to explain the proposals, answer questions and receive feedback.


There is no need to make an appointment and members of the community are welcome to attend at any point during the session.

Following the consultation, all comments received will be reviewed before the planning application is finalised and submitted to Caerphilly County Borough Council. A Pre-Application Consultation Report will accompany the application, explaining the consultation undertaken, the issues raised and how those matters have been considered.


Comments and information received as part of this consultation will not be used for any purpose other than consultation relating to the proposed development. Whilst comments may be referred to within the subsequent planning submission, names and personal details will be redacted from published responses.
