The Proposal


Highlight Planning, on behalf of Hopgrove Construction Ltd, is undertaking statutory pre-application consultation in respect of proposals for residential development on land off Central Avenue, Cefn Fforest.


The proposed development comprises 35 affordable homes, together with alterations to the existing estate road to facilitate access, parking, landscaping, public open space, drainage and associated works.


The development would provide a range and choice of homes, including bungalows, three and four bedroom family homes and one-bedroom apartments. All 35 dwellings would be affordable homes, intended to be managed by a Registered Social Landlord with a Local Lettings Policy in place.


Site Background and Benefits


The site forms part of a longstanding residential allocation within the adopted Caerphilly County Borough Local Development Plan (Policy HG1.27). It has previously benefited from residential planning permission, with the existing estate road and access infrastructure already constructed.


The proposals would bring a vacant and underused site into beneficial residential use, delivering much-needed affordable housing within an established residential area.


The scheme has been carefully designed to respond to the site's sloping topography, incorporating split-level accommodation, landscaped areas and a substantial area of informal public open space. The open space will provide opportunities for informal recreation, children's play and enjoyment by future residents.


The development also benefits from proximity to local schools, shops, community facilities and public transport, providing opportunities for sustainable travel.
